Wacky Baccy

Just emerging from sleep and listening to the seven o'clock news on Radio 4, we heard an item about a plan to sell bonds to finance vaccination which I can only now find on the Guardian website. The president of an African country was mentioned, the name rather indistinct, and [livejournal.com profile] shewhomust said to me Was his name really President Wacky Baccy?
