Wacky Baccy

Just emerging from sleep and listening to the seven o'clock news on Radio 4, we heard an item about a plan to sell bonds to finance vaccination which I can only now find on the Guardian website. The president of an African country was mentioned, the name rather indistinct, and shewhomust said to me Was his name really President Wacky Baccy?
